Try this: http://notes.ericwillis.com/2009/11/pixelate-an-image-with-csharp/[^] for basic pixelation, but I woudl strongly suggest that circular pixcels will cause more problems that it would cure: circles do not "but up" to each other nicely (unlikes squares) so you would either have an overlap (in which case it probably won't be apparent they are circles) or you will have large gaps (equilivent to 21.4% of the original image) which is not pixelated.
