I had this issue when I integrated BizTalk to my company.

I used BizTalk in my company to receive a flat file (positional structure) and then apply validation on this file.

The problem is that the schema of flat file will be changed frequently, so that BA wants to design flat file schema by themselves, but I do not have Visual Studio on their PC.

You could give them access through a Terminal session to a licensed DEV machine.
