That transformation is obsolete and was removed quite some time ago.  If you're trying to figure out how to make Sandcastle work from the command line, take a look at the examples in the C:\Program Files\Sandcastle\Examples folder.  However, a much easier approach to using Sandcastle is to use one of the community tools such as the Sandcastle Help File Builder or DocProject which provide a front end and project management features.  They take care of all the hard work of making Sandcastle produce a help file.
