I'm trying to implement an identity provider that can interop with Windows CardSpace, hence I need to know which specifications CardSpace adheres to.

It varies, according to what version is installed :)

However the latest and greatest is ISIP 1.5

If you implement an STS to that it will work with previous versions as well.
