About this issue, what’s the result if we build it locally without TFS? If we fail to build it locally, please share info(error message, project type, framework versions) about it so that we can reproduce this issue.

And if we can build it successfully in local location, but fail to succeed with TFS. Please restore nuget packages to check if it resolve this. If not, I’m afraid that we may need to open a new thread in stackoverflow with TFS tag or DeveloperCommunity to get more professional supports about TFS since it’s more related to TFS.
