I’m a developer from Sri Lanka and I have gained $260 for my paid windows phone apps, which is the minimum amount for a payout. It has been over 1 ½ months since the cash amount exceeded the $260 mark but I still haven’t received money to my account. On my dashboard, it shows that my tax profile is up to date. What I have to do to receive money to my account.. Do I have to post the W-8BEN form to Microsoft to complete my tax profile?

Yeah you have to submit W-8BEN form to microsoft. You can do that in your dev center only, Go to Dashboard->Account-> and fill all the details such as Tax profile(W-8BEN form), Payment account etc.. Then only you can receive the cash. It may take few days to verify your details be patient. 

 如果您已经这样做，运营商运营商的计费最多需要120天，所以您必须等等。

 If you have already done that, carrier operator billing takes maximum 120 days, So you have to wait.
