I`m creating window phone application and want to target both 7.1(7.5) and 8.0 versions.

Once i have uploaded xap file to Markeplace in Dashboard i see that supported OS is 7.1 and supported resolution is WVGA.

Once my file passed certification and available for users i see that supported OS are 7.1 and 8.0 and all 3 resolutions are supported.

Why i don`t see in Application Details on Dashboard that it supports both versions of OS and all resolutions?

On Dashboard, those are XAP properties, fetched from your XAP when you build it for 7.1. This information is correct.
