So i have setup a VM and i'm trying to run a manual test with an action recording. the agents on the VM are installed and there is a padlock symbol next to Testing in lab manager, which is normally a check so i assume it is connecting to the VM fine. In MTM i can click Connect and it launches the correct VM but when ever i play or try to record controls it fails to find them.

Action recordings on a VM are not supported.

您必须在主机上记录您的操作或在远程计算机上安装MTM并在那里记录操作。 

You would have to record your actions on your host or install MTM on the remote machine and record actions there.
