I m trying to signup to use Oxford FaceAPI, Oxford API page is redirecting me to Azure Signup and requires Credit Card. I thought this is suppose to be free?

Signing up for free Azure account still requires you to provide credit card detail.

This is for confirming your identity. You could end up exploiting Azure services for fraud and whatnot and they need to have proof of real identity and there is no better way to prove your identity online.
