I need to send a message to the client (I have the IP address, MAC address, Usr name of the client) from server.
I do not have any kind of agent at this client who can listen from server.

Be logical: if you don't have any software on client which can handle a network message, its useless to send anything to it. From the standpoint of your network, such "client" does not even exist.
