When we are maintaining capacity for QAs and BAs there are tasks that we need to add such as creating test plans, Writing user stories etc. As a Project manager, I want to add those tasks to TFS.  Those actually do not belong to any user story. How should I add them to the TFS?

You could access to the work--> queries page, you could add new work items by click "New" button:

创建任务后，不属于任何用户故事，您可以创建查询来搜索它们。

After you create tasks do not belong to any user story , you could create queries to search for them.

您可以在使用故事积压中查看它们。 Unparented"节点。

And you could see them in the use story backlog, under the "Unparented" node.
