Could you please share more information for your particular scenario? Below questions need to clarify:

• Which version of TFS do you use? Or maybe VSTS (Visual Studio Team Services, TFS on line)?
• What permission is missed for the account your friend used? Or just cannot access to the TFS (Cannot open the page)? Have you checked the account permission?
• Does your friend access the TFS within your domain network or external internet?
• Have you set allow exceptions in firewall for TFS port?
