Where can I discuss about port 25?

I want to know if this is a standard for sending emails only across all machines. Can't we use any other port? Where can I ask how to do so if it was possible? I need to know the tools required to do so.

When u execute CDO through script it is able to send email. However I I have created an asp.net applicaition that uses the System.Web.Mail namespace. When I try to send email it invokes a process on the iis which is responsible for sending email. It is the same with the latest namespace System.Net.Mail. But because the iis runs mcaffe virus scan it blocks this process and therefore the email sending fails.

I don't understand why? I mean if you run the same thing via vbscript the mail is relayed gracefully. Why is virus scan not blocking this?

This is because the vbscript executes as a desktop application. While when you try to do this via a web application you are actually logged in as a web user (may be iusr_... check in your start->run>compmgmt.msc->users).

This user wont have privelege to do certain operations. Or you have configured mcafee so as to scan every smtp mail.
Though, even if McAfee scans it, it should allow the mail to be sent unless it finds something smamming.

What do you have in mail? or did you try reconfiguring your McAfee?
