Is it possible to use directshow filters, DMOs, etc during encoding?  WME had that functionality.  I need to do some video processing of existing videos, and would prefer to do it during the encoding pipeline so that I don't decompress/recompress.

Not directly. However we do support AviSynth files, if you have it installed. That allows you to do a bunch of stuff.
