We have a PC running in an industrial environment.  We want to control what processes get high/mid/low priority above all others.  So we  installed Windows CE 7.0 (standard embedded) eval version on a new hard disk.   During the installation we tried several options, all of which installed a very limited barebones version of what looks like a no-frills Windows 7.   It appears that the basic system admin tools were gutted and removed as well.    No device manager, services gui doesn't work, regedit is nowhere to be found, can't view text files using notepad, etc...   With these kinds of utilities missing it becomes very difficult if not impossible to do anything with the system.
