I would strongly advice to abandon this format. It is pretty much obsolete and, strange it or not, was never well supported by Microsoft APIs, including .NET. And working with this format directly… would it worth time?

So, unfortunately, 1) I don't see anything acceptable to cover full power of RTF, 2) I cannot see full power of RTF to be comprehensive or well rounded; rather, it supports ad-hoc programming; maybe it was the reason why Microsoft APIs were always incomplete.

I would address to something alternative. This is something to think about. I would consider:
