I've been using Expression Web for a couple of releases in hopes that they would add a data source wizard for MySql (or at least ODBC) databases. Obviously they have not.

Typically, I develop using MySql and PHP5+ on either a LAN-attached UBUNTU server or an internal WAMP setup, and have been gradually transitioning to Netbeans. But if there were a way to get the connectivity I need in EW, I'd stay.

Does anyone know if there is a way for 3rd party Wizards to be installed into EW? Is anyone working on wizards for MySQL or ODBC?

EW4 now has a published extensibility model, and unless I'm mistaken, you can also still build add-ins using COM+, so feel free to jump right in there and build what you want. I presume from your topic title, "Building/Finding a Database Connection Wizard," that that is an option in which you would be interested, n'est-ce pas?
