I don't think it's a good idea. It's much better to develop fluent form design highly tolerant to window size and of course screen size in pixels (jargon calls it "resolution", but real resolution is something different).

This is not too hard to do, just the opposite, it would also improve maintenance of your projects and streamline UI design and development, at in terms of layout and related aspects. Please see my past answers:
