I have an Outlook Add In Command that loads just fine in the web-browser, but in the Outlook Desktop App, launches in a New Window. Has anyone experienced this?

I am not sure what you mean with this. Could you share us a screen shot about your web-browser view and Outlook desktop app with add in command.

I made a test with the link. My add-in command would load in the Home tab, the add-in would not list in the message. If I open it in web-browser, the add-in would load and list in message, but there were no any command in the Ribbon.
