I have a new, "Clean" install of Windows 7 x64 edition (hard drive re-format and all).  Installed VS 2008 + SP1 from teh MSDN DVD's.  I do have a couple of third party component sets installed.  I've searched for the errors I'm getting, and based on the common responses, I have :

Sorry for the trouble you're encountering.

Based on the error you are recieving, the .NET framework is not installing correctly on your machine. The WPF designer is attempting to load WPF 3.0, and failing.

Do any WPF applications build and/or run correctly on this machine (I suspect they will not)? You can try building a WPF app even though you see the exception in the designer (the compiler doesn't require the designer to be working in order to run).

We need to take a look at your Visual Studio/.NET install logs to find out why your installation seems to be failing.  The log collection utility http://www.microsoft.com/downloads/details.aspx?FamilyID=e0da314f-6216-4a18-bc6b-7d29cf83af20&displaylang=en will help with this. Once you have installation logs, drop me an email at mwthomas at microsoft dot com and we'll make arrangements for someone to take a look.
