Expression Encoder does not offer broadcast level minimal delay. The encoder retrieves A/V frames, encodes them in real time, then sends them on the wire (protocol used not much of a factor here) to the IIS Smooth Streaming server where there's further processing before being resent to the consumer.

That said, within our test environment we've found that one way delay can be minimized is by employing a very fast high-end multicore encoding machine on which IIS Smooth Streaming services are running. This eliminates the network infrastructure (routers, DNS servers et al) between the encoder and the IIS SS server.
