so supposedly in one of the other threads I have learned that pretty much any resolution the HDMI display+controller support should be fine.

These guidelines suggests 620x300 (and 480x800 for WP) which is probably not for universal apps, but the Visual Studio solution uses that. If my device is going to have 320x240 display, what resolution should the splash screen be? If I make it 320x240 only and name it splashscreen.scale-100.png and try to run the app on PC, the splash screen is really stretched and ugly.

At scale 100, it expects a 620x300 image, like it says in the guidelines. That's why it stretches your 320x240 image.

Have you tried just using a 620x300 image? The guidelines for UWP apps point to that same page when it comes to splash screens, so the required dimensions are probably the same. It should just scale the image to whatever screen it happens to be running on.
