The Project Server Admin needs to know who many tasks and under which project does a project manager/status manager have pending tasks from approval.

You have not told us which version of project Server you are using.

There used to be a report in the EPM Report Pack that ws released for 2007 version, called the Task update Compliance Report, which gives what you need.
