I am developing an applicaition with Kinect SDK v1.8 and with Kinect for XBOX360. The height of the position of  kinect  is 170 cm. When User has black torusers skeletons of legs moving so fast randomly to everywhere although user does not move. I can not replace the position of my kinect, and I can not tell the users to wear non black trousers.

It really isn't the color, but the IR reflectivity of the material. If the material absorbs IR light, there is no way to prevent that. You can do Internet searches for hacks but you cannot change physics. Kinect v2 does a better job of this, but there are still scenarios where this won't work.
