In WP 8.0 users could press and hold on the screen to enable a floating cursor above the touch point. By dragging one could move this floating cursor to any point in editable text. Is this what you're talking about? Looks like they changed it to behave more like Windows 8. If you press off a word, you'll get the cursor, if you press and hold on a word it will also show up. You can then slide the marker to the point where you want it if you missed.
