I am using Visual Studio Community 2017 version 15.8.7 and want to be able to display 2 rows of tabs (2 rows of tabs, not right clicking and selecting New Horizontal Tab Group). I tried going to Tools->Options->Tabs and Windows in the menu bar, but all the checkboxes in this dialog are missing their descriptions. Why is this, and how can I fix it? I tried doing a repair, but this made no difference. Any ideas? Thanks.

According to your description, I tried to upgrade to VS community 2017 15.8.7 and check the Tools-Options-Environment-Tabs and Windows, I found those checkboxes display correctly like the following:

If you create another new project type, does this issue persists or not?

Please have a try with the following to troubleshot this issue:

1. Open CMD and navigate to the VS 2017 installation folder like C:\Program Files (x86)\Microsoft Visual Studio\2017\Community\Common7\IDE and run the command: devenv /safemode to run it as safe mode, then check if the installed extensions caused this issue.
2. Go to Tools-Import and Export settings-reset all settings, back up the current setting and choose ‘General’ to restore the setting to the default one
