If you create your app in .NET and use for example C# it easy way to create some simple app in Silverlight. The new thing is only XAML but if you use Expression Blend it will be no problem for you :) You should start to create a sample app in Blend (Silverlight) and if you want to run your app like a Desktop app you only set Enable running application out of broswer in properties.
