Is there a way to create a cumulative flow diagram that is not based on Kanban Board?

There is no such feature in TFS now. But there is a Cumulative flow diagram widget in Visual Studio Team Service now, which you could use to custom your Cumulative flow diagram, and it is in preview and only available to select customers of Team Services at this time:
