Is there any API or library or other ways available to retrieve the actual Time Zone we see under Settings - > Accounts in VisualStudio home page. Can you please help?

Notice that time stamp is always in UTC when retrieved using ReST API.

Thank you for posting here.

Did you use Visual Studio Team Service or Team Foundation Server? As I known, you could use the following rest api to get the profile, then timestamp is included in the response:

https://www.visualstudio.com/en-us/docs/integrate/api/shared/profiles
