Hello! Newbie using Expression Studio 4. I have bought and edited a Silverlight template from template monster and I want to publish it on the web. Does Blend have a publishing tool? In EW i just use the built in FTP. Do I have to put my files in EW first and then upload? Can some one please tell me how I can upload my website? Thanks in advance.

There is no built in publishing tool. Using EW would be one possible way to publish the .xap and html files. There is no particular requirement to use any specific tool. Any tool that can transfer files to your destination should work.
