I guess almost all the people who read your question will answer that it is Visual Studio (maybe 2015, 2017). And I'm afraid they can not guide you for complete procedure for developing things easily.
Using Visual Studio would be easy for you, I suppose. If exist some hurdles, it would be programming language. I hope you will search and get helpful information about it and that you will read some reference books.
