The custom stylesheet you are referring to does not affect report contents, only the report viewer on the server.  That is, it will let you change things like the toolbar background color, but not the styles used on a table or other report item in the report.  Various properties exist on the ReportViewer control to handle the equivalent of the report server style sheet.  There is currently no way to apply a stylesheet to report content, either on the server or in local mode.
