WinRT does not have speech API's in the platform. The speech platform being used for desktop, is not available for store applications. You would have to discuss that with the Windows or Speech team to see if there is anything else they can provide.

There are available Bing Speech services and Speech Recognition Control which you can use in your application. Keep in mind the functionality is limited to Voice command through the control itself which requires push to talk.

If there are other speech libraries available for store apps, you can use the microphone with them by selecting it as the default microphone for the system in the control panel.
