I have a scenario where a project manager creates a project and he is the owner of it .the team leader working under him for his project must be able to work create new task in the project,accept timesheet from the resource and re root it to the owner and in this case when an assignee gives the task update to whom will it be given for approval?

The person who creates the tasks in a plan, automatically becomes a "Status Manager", therefore anybody submitting time for this task will have their approval routed to the status manager. You can insert the column in your project plan. Now if different team leads/Pms create tasks in the one plan, there will be many status managers.
