I am facing Excel 2013 Add-in not loaded by default.Changing the LoadBehavior key value to 3 ,still does not loaded Excel 2013 add-in by default. I have to add manually every time in excel. I verified File > Options > Add-ins > Disabled Items > Go. No items available.
Please provide some solution.

When you re-enable a soft-disabled VSTO Add-in, the application immediately attempts to load the VSTO Add-in.
