In my developers team I need to set up TFS in order to allow just ONE programmer to extract and edit a source file.

it's recommended that your team learns how o deal with multiple checkouts, if you want to disable these, you also need to ensure that all users are using a Server Workspace and that the Project Collection default is set to Server Workspace.
