I have a build server with Build Tools for Visual Studio 2017 installed from https://visualstudio.microsoft.com/downloads/.

The build fails with the following error.

error MSB4025: The project file could not be loaded. An XML comment cannot contain '--', and '-' cannot be the last character. Line 3108, position 5.
