1) Is it possible to track a user in VSTS.
As on prem TFS server will be connected to only locally or company device and map and get request is sucessfull.
But in caase of VSTS we can connect from any visual studio client and save the code which insense it is not good practice as a rougue user can steal(save) our code
2) Please help us on how can we plan for Dry run and Production Team sites.
we need a team site URL as example companytfs.visualtudio.com.
But above url is already created before, but while migration we need to give a new team url.how can we plan this.
3) Can we Request as many as Dry and Production codes , as we need to migrate few other project and test them.

(1) It is supported for VSTS. You can use the conditional access feature in Azure active directory which provide option of limiting the access based on IP/devices. Refer the link for more information: https://docs.microsoft.com/en-us/azure/active-directory/active-directory-conditional-access
(2) You can migrate only one collection to one VS online account. So, you can follow the same process for your other collections by creating new accounts. Currently this is the limitation that multiple collections cannot be migrated to one VSTS account.
