Can anyone say that can I install and use Crystal Reports 9 and Crystal Reports 10 both on single machine ?

My client wants to have a dedicated web server machine and also he wants to install both the above versions of Crystal Reports on to it.

Shouldn't be a problem, the crystal reports runtimes can run side by side.  I would suggest creating two separate install packages though.
