Is there a way to restrict operation hours for builds?

The reason I asked for it it's because we would like to let our team deploy in production but we would like to restrict it during a certain perdiod.

EG : monday to wednesday from 9am to 3pm and Thursday from 9am to 12pm.

The rest are not permit to excecute theses builds.

Is there a schedule in TFS to do that or an ad-on?

I'm not sure which TFS version you have, but with the build definition you can select the schedule to run your build at specific time and days.
