When I try to add a controller, I get the following error:

I get this in both Visual Studio 2017 & 2015.

Rightclick on the folder "Controllers" -> Add -> Controllers -> "Web API 2 Controller - Empty" (however other kinds also have the problem) -> "Add" -> now the error shows and the controller isn't added
