It’s hard to say where the issue is. I’ve done a lot of researchings, you could try the following ways to see if it will work.

1.

1.        Please check if you have installed this app. If so, you could uninstall it and use visual studio to deploy.

3.        Open your project folder and delete "obj" folder and "Debug" folder, then rebuild your project
4.        If the above three ways cannot solve this issue, you could try to create a new blank project and copy your code into this new project, and then deploy it.
5.        If the 4 step cannot solve this issue, you might need to think about repairing your visual studio.
