I have a text filter on a page that filters a list based on the contents of the text filter.  This works fine, however, when the text filter is blank, the list shows all data.

How do I get it to not show any data?

I am not sure i have understood your question , based on my understanding you are trying to hide the list item by default and should be display the item when the user filled content in filter.

if so, then you can modify the view of your list like ID less than 1, then by default all item will get hide from the view
