I would like to build a custom solution to upload certain documents from a SharePoint site to one any one cloud storage like OneDrive, DropBox or Google Drive. I plan to build a console application for this on framework 3.5 (VS 2008).

Ultimately cloud providers are just REST calls so you can do this using any REST client. However I think you're going to find support for CLR v2 almost non-existent now. Everybody has upgraded to .NET 4.x. So the vast majority of clients and code you're going to see are going to be for .NET 4.x. You'll either need to find a provider that has a client for CLR v2 or backport the code yourself. I would strongly recommend that you consider upgrading to .NET 4 first. Except for a few limited cases you should be able to upgrade with no issues and still run on pretty much every platform you did before.
