Do I need to have Visual Studio 2017 to complete the bridge. I got all the way through until I wanted to run the converted app. Powershell gave the message  'Deployment failed need either a Windows developer license or a sideloading-enabled system'.

Also there is a comment to use the 'Sign' parameter to obtain a certificate but no example or explanation of where the sign parameter goes.

Besides, the Sign parameter generates a certificate and then signs your app with it. To run your app, you'll have to install that generated certificate. More details, you can refer to Convert an app using the Desktop App Converter.
