I had success running preliminary tests using the LightSwitch 2013 runtime but I would like to know if there is a better runtime to use besides the one from VS 2013. I would think that there would be a runtime version for 2015 but I have yet to find one.

No Lightswitch runtime is actually installed by WebPI, the Lightswitch runtime DLL's are copied to the server when you publish. If you look in bin\Release\app.publish\bin, you will see the Microsoft.Lightswitch.* runtime DLL's.
