One of our users encountered a situation where  not all programs checked out and further down the project tree were checked in when check-in was performed at the root of the tree.  My question is, under what circumstances could that occur.  It has happened more than once but I have been unable to replicate the scenario.

Could you explain your issue more clearly. Is that you check in the files at the team project level, but other people couldn't checkout all of them? Did you check in TFS web page, those files they couldn't get down do be checked into TFS successfully?

So in Source Control Explorer, did they map the whole team project to your local machine in the workspace?
