LightSwitch is not available in Visual Studio 2017. The last Visual Studio to support it is Visual Studio 2015. If you have a licence for Visual Studio 2015 then LightSwitch comes with that with no extra charge. You just need to have the Office Tools for Visual Studio package installed.
