Hello! Recently I have gotten into modding and I've been trying to install VS 2013 Isolated Shell for a game call Civilizations VI through their program called, "ModBuddy." Upon clicking it says that I need to install Visual Studio 2013 Shell Isolated, and after the setup loads in, it gives an error of: This Version of Visual Studio requires a computer with a newer version of Windows 

I am completely stumped. I run the newest version of Windows 10 and Internet explorer, but it still does not want to work. Here is the log file generate by it:
