Hi, i am new in programming. I have been assigned a task to program a kinect in C# for detecting angle of motion with indicator that show on the screen and save data. I have no idea how i can do it because I m weak in this.

There are many other threads that discuss getting started. While not ideal to get started with jumping right into Kinect for Windows SDK, there are many samples provided in the toolkit. The assumption is you already have some level of programming experience and understanding of how managed or c++ works. As a bonus, some familiarity with computer graphics concepts and a good understanding of WPF if you wish to devel deeper into some of the UI frameworks and controls. Depending on what you are trying to track, if it isn't person tracking, it would be up to the developer to process the RAW data(depth/color/ir).
